Monkey improvements

Give monkeys the ability to wear all the same stuff humans can wear. Perhaps add a translator device they can wear in the mask slot so that a player playing as a monkey can once again speak.

Unfortunately the former requires unique sprites for literally everything, unless we use filters, which we totally can but it'd just be a lot of work
And the latter you can already accomplish with circuits, though it'd be neat to have a wearable circuit shell (maybe for neck slot).

SS14 has monkey sprites for most of the jumpsuits we have. We can borrow those.
Cameras are neck slot, and you can add circuitry to cameras. So this is possible and I've seen it done before.
