My only requirements for an antag token policy would be:
1) They are never guaranteed, only ever a potential and are completely up to the admin in question.
2) Admins are permitted and encouraged to give them out as rewards for very special events but should do so sparingly.

I do think the currently-proposed alternative of just disabling at-will map votes is the better play here. The only reason I would support some form of voting ban would be to deal with people abusing restart votes, but that hasn't been an issue recently as far as I can tell.

I am simultaneously impressed by dendy's diligence and worried that she will burn herself out. I think that Dendy's going to do really well as a head admin. They have a lot of patience and I expect them to handle most issues with grace and care, even when dealing with the most problematic of players.
