If sticky was the one who handled it ingame then another admin should have looked over the ban request before it was locked.

I'd have to agree on your third point.

I thought it was agreed the host wouldn't do anything other than handling the costs and updating the server. Certainly not making any rules of calls like this requiring all three head admins to agree on something.

Asking for permission to execute should be an IC issue, if the HoS chooses not to ask and the captain finds out then he has the option to discipline the HoS. Just my opinion.

The crew has 5 minutes to force the ai to let them on the bridge to recall it so I don't see a reason for admins to get involved.
