My guess is they skipped win 9 because of marketing (os x). The win 95/98 thing seemed like an incredibly weak excuse to me. For a long time, Firefox and Chrome did the same, keeping parity in versions with each other, no matter if it was needed or not. Also you could always consider win 8.1 as win 9.
