The current case law precedent for the constitution applying to non-citizens is quite straightforward. The constitution uses the word "person" and "citizen" at different points. "Person" applies to non-citizens, "citizen" does not.

I had bad experiences in the beta with P2P play- fast-attacking classes are just so much better, because they're just as good as the others when things are working normally, and are guaranteed to win if the network connection acts up.

I'm excited for this because I like Numenara as a setting, but never got very into it because I felt the RPG's mechanics were oversimplified and didn't create strong incentives due to the lack of advancement. Hopefully this game will be good and give me a second look at the setting.
